
Kosovo Challenge Fund
The Kosovo Challenge Fund (KCF) is a grant-based financing initiative aimed at strengthening the relevance of vocational education and training (VET) in Kosovo.
The main objective of KCF is to bridge the gap between standard academic education and the practical demands of the labour market by supporting cooperative training (dual training) programmes — through partnerships between vocational training institutes and enterprises.
By allocating funds for investments in infrastructure, workshops, machinery, and training equipment — and by supporting the establishment of cooperative training consortia — KCF aims to enhance the quality, relevance, and employment-readiness of VET programs in Kosovo.
The fund is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the German Development Bank (KfW) in collaboration with the Kosovo Ministry responsible for education.
KCF operates through competitive calls: eligible consortia — formed by accredited vocational training institutions (public or private) and partner enterprises — can apply. The process involves two stages: (1) submission of an Expression of Interest; (2) if shortlisted, submission of a full project proposal for evaluation.
Grants from KCF range between €100,000 and €600,000 per project. Through these investments, KCF seeks to improve trainees’ employability, respond to labour market needs, and strengthen the competitiveness of enterprises in Kosovo.
Kolegji Tempulli – Beneficiary of KCF
As part of KCF’s grant-funded projects, Kolegji Tempulli participates as a Vocational Training Institute (VTI), i.e. as a lead partner in a cooperative-training consortium. As beneficiary, Tempulli has the opportunity to:

Upgrade or build relevant training infrastructure (workshops, labs, training equipment) to meet modern VET standards;

Offer students a combined programme that integrates theoretical learning with practical training in cooperation with enterprises, aligning students’ skills with real labour-market demands;

Strengthen the partnership between education and industry — with enterprises offering practical placements and potential employment opportunities for students.
